Dr. Subhash Chand is a visionary educationist, institution builder, and social reformer whose life’s mission is to transform society through the power of education. As the President of The University of North West Himalayas, promoted by the Shivalik Hills Foundation Trust, he envisions the University as a centre of academic excellence, innovation, and value-based learning dedicated to nurturing responsible global citizens.

With a deep commitment to expanding access to quality education, Dr. Chand has led the establishment and growth of several reputed institution. He serves as Chairman of the Ch. Shivcharan Singh educational Trust, which established Ch. Shivcharan Singh Degree College, Bagpat, and Chairman of the Dadi Maa Memorial education and Social Welfare Trust, which runs Ch. S.S.D. College, Bagpat.

He also heads the Vaishali educational and Social Welfare Trust, the founding body of Vaishali Institute of education and Technology, and the Smt. Natho Devi educational Trust, which established CSSD College of education, Bagpat. As Founder Secretary of the Smt. Harchandi Devi Memorial education Trust, he has contributed to the establishment of J.S. Academy, Meerut.

Beyond his contributions to education, Dr. Chand has actively served in public life. He has been a Member of the Zila Panchayat, Bagpat, a Former Block Pramukh (Block Head), Bagpat Sadar, and a Former Municipal Councillor, Meerut further reflecting his commitment to grassroots development and institutional leadership.

Under his guidance, institutions are not merely centres of learning but vibrant ecosystems where character is shaped, leadership is cultivated, and futures are built with purpose and integrity.
